What does Xander's Pact do in Magic: The Gathering?

Casualty 2 (As you cast this spell, you may sacrifice a creature with power 2 or greater. When you do, copy this spell.) Each opponent exiles the top card of their library. You may cast spells from among those cards this turn. If you cast a spell this way, pay life equal to that spell's mana value rather than pay its mana cost.

If you cast a spell for another cost “rather than pay its mana cost,” you can't choose to cast it for any alternative costs such as a blitz cost. You can, however, pay additional costs, such as a casualty cost. If the spell has any mandatory additional costs, those must be paid to cast it.
